Minden is unincorporated, so Douglas County Community Development permits residential construction in and around the town. Applications have gone through the county's online permitting system since 23 March 2026, and inspections are booked through the same account. The Town of Minden does not issue building permits.

Code in force: The Douglas County Board of County Commissioners adopted the 2024 IRC, IBC and energy code with the 2024 Northern Nevada Code Amendments on 18 December 2025, effective for all submittals on or after 5 January 2026.
Design criteria below 6,000 ft: For sites at 5,999 ft and under, Douglas County lists IRC seismic design category D2 (E in some site-specific areas), a minimum 120 mph ultimate wind speed in exposure C, an 18 in minimum frost depth and a 1,500 psf maximum soil bearing unless a site study says otherwise.
A planned townsite: The Town of Minden says the Dangberg Company presented a plan of the town to the Douglas County Commissioners in July 1906, the year the railway from Carson City reached its terminus there; the town was named after Minden, Germany.
Town water from wells: The Town of Minden's Consumer Confidence Report for calendar year 2025 lists nine town wells as the sources of its drinking water.
