The county building department permits construction on unincorporated land and offers over-the-counter permits for some smaller work. Land inside the City of Winnemucca is permitted by the city instead, while zoning for both comes from the shared planning department.

Codes adopted: Humboldt County lists the 2018 International Residential Code and 2018 International Building Code among the codes adopted by county ordinance, with 2018 code amendments published alongside them.
Design criteria by elevation: The county's basic design requirements set ground snow load at 5 psf up to 5,000 ft elevation and 10 psf above it, with seismic design category D1 under the IRC, a 115 mph ultimate design wind speed at Exposure C, and a 24-inch frost depth.
Access across BLM land: Humboldt County advises that an address requires legal access from a public way, and that crossing Bureau of Land Management parcels to reach private land needs a BLM easement even where a road already exists.
Well before septic: The county says a home needs a well and a sewage disposal system, that hauled water is not allowed for residential properties, that the well must be in before a sewage permit is issued, and that a parcel can be occupied for only 30 days without both.
Living in an RV while building: Under county Ordinance 03-07-16, a recreational vehicle may be occupied for 30 cumulative days before a permit is required; after that it must be permitted, tied down and connected to a well and sewage system, and it is usually allowed only in AG or M3 zones.

Parcels near Humboldt County's ranch valleys are often large, remote and ringed by federal range. Before buying, confirm recorded access: a road that crosses BLM land needs a BLM easement, and one across a neighbour needs a recorded easement from that owner. Next, check well depth in the area, because the county will not permit a septic system until the well is drilled and does not accept hauled water for a home.
