Washoe County's Envision Washoe 2040 master plan (adopted November 2023) states that over half of the roughly 79 square mile Spanish Springs planning area lies within the City of Sparks, and names steep slopes, floodplains and wetlands as development constraints there.

In Washoe County a well construction permit from Northern Nevada Public Health is needed to drill, deepen, recondition or plug a domestic well, and the well must be drilled by a driller licensed by the Nevada Division of Water Resources.

Most larger parcels near Sparks sit on its north side,, up the Pyramid Highway corridor toward Spanish Springs. Before making an offer, look up whether the parcel is in the city or the county, since zoning and the permit desk follow that line. Check whether TMWA can serve it and whether water rights come with the land. On lots without a sewer main, the septic and well permits run through Northern Nevada Public Health, and floodplain or wetland mapping can shrink the usable building area on valley-floor ground.
