Washoe County stretches from the Truckee Meadows far to the north past Pyramid Lake, but almost all of its private building land sits within reach of Reno. Outside the two cities, rural parcels in planning areas such as Washoe Valley, Cold Springs and the North Valleys are where acreage for a barndominium usually turns up. On unincorporated land the Washoe County Building Program issues the permit, while Reno and Sparks each run their own building departments inside their limits. The county's building program permits homes on unincorporated land. It adopted the 2024 ICC codes and the 2023 NEC effective 1 July 2025, allowed a six-month transition, and has required the 2024 editions for all submittals since 1 January 2026. Reno and Sparks permit separately inside their city limits.

Washoe County adopted the 2024 International Residential Code, the 2024 International Energy Conservation Code, Chapter 5 of the 2024 International Wildland-Urban Interface Code and the 2024 Northern Nevada Amendments, effective 1 July 2025, with the 2024 editions required for every submittal from 1 January 2026.

Snow load by elevation
Washoe County's table for Risk Category II homes sets 43 psf of ground snow up to 5,000 ft on both sides of US 395. At 5,200 ft it is 75 psf west of US 395 but 48 psf east of it, and at 5,400 ft 108 psf against 50. The final roof snow load may not be under 29 psf.

Rural density
Envision Washoe 2040 allows one home per 40 acres under the Rural master plan designation. The Rural Residential designation ranges from one home per 40 acres to one per 5 acres, and allows one per 2.5 acres only inside the Truckee Meadows Services Area.

Domestic wells
Northern Nevada Public Health permits the construction, deepening and plugging of domestic wells in Washoe County but not agricultural, geothermal or irrigation wells, which the Nevada Division of Water Resources oversees. It will not issue a deepening or replacement permit where a municipal water system is available.
