Churchill County Building Department

The county building department permits and inspects residential construction in the unincorporated areas and also permits septic construction and repairs, with applications filed through its online portal. The City of Fallon permits its own land separately.

Code in force: Churchill County lists the 2024 International Residential Code, 2024 International Energy Conservation Code and the 2024 Northern Nevada Amendments among its adopted codes. Plans under the 2018 codes were accepted only if submitted before 31 December 2025.
County design criteria: The county's Table R301.2 lists a 115 mph design wind speed, seismic design category D, severe weathering, an 18-inch frost line depth and moderate-to-heavy termite exposure, and it refers ground snow load to IBC Table 1608.2.1.
Water rights for a home on a well: Under county code Title 14.04.020, before a building permit issues for a new primary structure served by a private well, the owner must dedicate two acre-feet of surface-water rights for a single-family home, or show they were dedicated earlier. Without appurtenant rights, a payment-in-lieu applies.
Dividing land: Churchill County requires new parcels that will not connect to the county water system to dedicate two acre-feet of surface-water rights per parcel created (Title 16.12.030), citing the 1903 Newlands Project and later federal river decrees as the basis of local supply.
Septic permits: The Central Nevada Health District's sewage disposal guide covers Churchill County and routes applications through the county building department. A construction permit is void after 12 months if the system is unfinished, and the system is inspected before occupancy.

Land near Churchill County's farm roads comes in two kinds: irrigated ground carrying Newlands Project water rights, and dry desert parcels with none. The difference matters at permit time, because a new home on a private well needs two acre-feet of surface-water rights dedicated, or a payment in their place. Ask the seller which rights run with the parcel and whether any were already dedicated, and have the county planning office confirm it. Then check the well log records the State Division of Water Resources keeps, soil conditions for the septic field, and access and power to the building site.
