Water rights are separate from land
The City of Fernley states that owning land does not automatically grant the right to use the water on it; water rights are acquired or transferred separately. The city's Utilities Department manages water-rights banking, dedications and transfers, and does not keep a list of buyers and sellers.

Where municipal water is not readily available and an existing domestic well works without problems, the City of Fernley will not require a connection to its water system. Permits to drill a well come from the Nevada Division of Water Resources, not the city.
