Lyon County Building Department

The county Building Department permits residential construction on unincorporated land, with offices in Yerington and Dayton. Fernley and Yerington permit inside their own city limits. Bill 25-04, approved 7 August 2025, put the 2024 codes and the Northern Nevada and Lyon County amendments into force for all submittals from 1 January 2026.

Codes adopted by the county: On 7 August 2025 the Lyon County Board of Commissioners approved Bill 25-04, amending County Code Title 15 to adopt the 2024 ICC building codes, the 2023 National Electrical Code, the 2024 Uniform Mechanical and Plumbing Codes, the 2024 Northern Nevada ICC amendments and the 2024 Lyon County amendments, effective 1 January 2026.
County design table: The 2024 Lyon County amendments to Table R301.2 set a 115 mph wind speed, severe weathering and a frost line of 18 inches below 5,000 ft and 24 inches at or above 5,000 ft. Prescriptive IRC houses must be designed to seismic category D2; non-prescriptive projects follow IBC category D with every structural element engineered, and the two methods may not be mixed.
Owner-drawn plans: Lyon County's building FAQ says residential projects under the owner-builder exemption in NRS 624.031 may be designed by the owner when they are conventional wood-frame construction covered by the International Residential Code; commercial projects require professional design.
Irrigation district in Mason and Smith Valleys: In the Mason and Smith Valleys, the county's FAQ states, the Walker River Irrigation District must approve the site plan as part of the permit application. Setbacks come from the county zoning code, and easements or deed restrictions can add limits.
County water systems: Lyon County Utilities supplies water to the Mound House and Dayton areas, and runs the Crystal Clear system in Yerington, the Smith Valley system and the Dressler Park system in Wellington. All of that water comes from groundwater wells.

Lyon County land ranges from subdivided lots near the highway corridors to irrigated farms in the southern valleys, so the questions change with the valley. Near Dayton, Mound House or Silver Springs, ask which county water or sewer system reaches the parcel. In the Mason and Smith Valleys, ask what irrigation rights come with the deed and expect the irrigation district to review the site plan. Everywhere, check the FEMA flood map, the county's drainage rules for the pad, and which side of the 5,000 ft line the site sits on, since the frost depth in the county table changes there.
