Nye County Building and Safety enforces the county's adopted codes, the 2018 International Residential Code among them, within the Pahrump Regional Planning District, and its FAQ marks the building-permit rules as applying only there. For parcels elsewhere in the county, confirm with Nye County in writing what review applies before buying.

Where the permit rules apply: Nye County's FAQ says new structures over 200 square feet generally need a building permit, obtained from Pahrump Building and Safety, and marks that answer and its zoning answers: this only applies to the Pahrump Regional Planning District.
Domestic wells: The State Engineer defines a domestic well as one used for culinary and household purposes of a single-family dwelling, including garden, lawn and livestock watering, where the water drawn does not exceed 2 acre-feet a year (NRS 534.013 and 534.180). Such wells are exempt from the water-right permit process.
Well density in the Pahrump basin: Order 1293A counts about 11,280 domestic wells in the Pahrump Artesian Basin, the greatest density in the state at up to 469 wells per square mile, and notes committed groundwater rights of about 59,175 acre-feet before those wells are counted.
Who approves a house septic system: The Nevada Division of Environmental Protection says residential septic approvals are issued by local health authorities or county building departments, not by NDEP, and that in Nye County systems of 3,000 gallons or less are permitted by Nye County Building and Safety.
Flood zone checks: Nye County says flood zone information is available from its Floodplain Administrator and on the county GIS map by address or APN with the flood layer on. A FEMA Elevation Certificate must be certified by a licensed surveyor, engineer or architect and reviewed by Nye County Planning.
