Inside city limits the Building Division issues construction and occupancy permits, reviews plans and inspects. The city adopted the 2024 building, residential, energy, plumbing and mechanical codes and the 2023 electrical code on 12 August 2025, with its 2024 amendments effective 1 January 2026. Land outside the limits is unincorporated Clark County.

Codes in force: The City of Mesquite lists the 2024 International Building, Residential, Energy Conservation and Existing Building Codes, the 2024 Uniform Plumbing and Mechanical Codes, the 2024 Southern Nevada Pool Code and the 2023 National Electrical Code, adopted with amendments on 12 August 2025. The Building Division gives the amendments an effective date of 1 January 2026.
Pad and drainage certifications: A Mesquite residential dwelling permit package includes a pad certification at submittal, or a finish floor elevation certificate before the rough framing inspection, wet-stamped by a Nevada engineer, plus a grading and drainage certification and pre-engineered truss drawings where trusses are used.
Water impact fee before issue: The city's dwelling permit guide says a receipt from the Virgin Valley Water District for the paid water impact fee must be given to the Building Department before a permit can be issued.
Plan review time: The city puts plan review at approximately 10 to 21 working days each time an application is submitted; corrections are returned with review comments and the full package is resubmitted.
Septic outside the sewer: Across Clark County, the Southern Nevada Health District requires every septic application to include a letter from the sewer agency with jurisdiction saying community sewer is not available, proof of an approved water source, and a soil boring at least 5 ft below the proposed leach field depth.

Confirm which side of the line a parcel falls on before comparing plans. Ask the Virgin Valley Water District about service and its impact fee, and ask the sewer agency whether a connection is available, because septic is only an option where it is not.
