Esmeralda County is one of the emptiest corners of Nevada: Goldfield is the county seat, and the other communities are Silver Peak, Gold Point, Fish Lake Valley and Dyer, spread across desert and mountain ranges. A barndominium here is usually a ranch or off-grid project on a valley parcel, not a lot in a subdivision. The county's list of offices on its own website names no building or planning department, so the first step on any project is a written question to the county about which reviews apply to your parcel. Nevada lets each county decide whether to adopt a building code, so the answer can differ from the counties next door. Metal building homes suit the setting, but freight and crew travel to the county are real costs. Water decides a great deal: Goldfield and Silver Peak have county-run community water systems, while most rural parcels depend on a domestic well. County offices: Esmeralda County's county offices page lists the Assessor, Auditor/Recorder, Clerk/Treasurer, Commissioners, District Attorney, Economic Development, Emergency Management, the courts, Library, Public Works/Utilities, Roads/Solid Waste and Sheriff. No building or planning department appears on the list.
Community water in Goldfield and Silver Peak: County Public Works operates the community water systems, including groundwater wells and an arsenic treatment facility, and provides water and sewer service estimates and installs for new connections. It publishes separate water and sewer rates and ordinances for Goldfield and Silver Peak.
Domestic wells: Nevada's State Engineer defines a domestic well as one serving a single-family dwelling for household use, garden, lawn and livestock, drawing no more than 2 acre-feet a year (NRS 534.013 and 534.180); such wells are exempt from the water-right permit process.
Residential septic approvals: The Nevada Division of Environmental Protection says residential septic approvals are issued by local health authorities or county building departments, not NDEP, so an Esmeralda County owner asks locally first.
County land auctions: Esmeralda County sells tax-deed parcels at a live auction in Goldfield. The county says it sells only its interest and does not guarantee clear title; the buyer does the title search at the Recorder's office and receives the tax deed after recording.
