Pahrump is unincorporated Nye County. The county's Building and Safety department enforces the codes Nye County adopted within the Pahrump Regional Planning District: the 2018 International Residential Code, the 2018 energy code and the 2017 electrical code. Zoning questions go to the county planning department, and a zoning review comes before construction.

Design data Nye County publishes: Nye County Building and Safety lists its code analysis for the Pahrump Regional Planning District as seismic design category D0, a snow load of 0, live and dead loads of 20 and 10, exposure C, and a 115 mph residential design wind speed.
New domestic wells (Order 1293A): State Engineer Order 1293A (12 July 2018) bars drilling a new domestic well in the Pahrump Artesian Basin (10-162) unless 2.0 acre-feet of existing water rights are acquired and relinquished to serve it. The Nevada Supreme Court reversed the lower court and reinstated the order on 25 February 2021.
Parcels that already relinquished rights: The Nye County Water District notes that some Pahrump parcels had water rights dedicated or relinquished when the parcel was created, and that the state water-rights map can be searched by APN to check. Replacement and rehabilitation of existing domestic wells are excepted from the order.
Living in an RV while you build: Nye County's FAQ allows a recreational vehicle in residential zoning districts as a temporary seasonal use for up to 120 days a year without a temporary use permit; stays longer than seven consecutive days need a connection to an approved septic or sewer system and an approved water supply.
Septic in a nitrogen management area: The Nevada Division of Environmental Protection states that smaller septic systems in Nye County are permitted by Nye County Building and Safety, and that Pahrump is a nitrogen management area requiring advanced treatment systems.

Land near Pahrump is the draw: parcels big enough for a shop, a house and some room around them are still on the market here. Water decides the price of a lot more than its size. Ask whether a well already exists, whether the parcel carries relinquished water rights, or whether you would have to buy 2.0 acre-feet of rights before drilling. Then ask about septic, because the valley is a nitrogen management area and the county may call for an advanced treatment system. How much does it cost to build a barndominium near Pahrump?
