What the regional amendments change
The Southern Nevada amendments to the 2024 IRC that the city posts (version dated 10 March 2025) delete the IRC's mechanical and plumbing chapters in favour of the separately adopted Uniform codes, and adopt the IRC appendices for tiny houses, patio covers and sound transmission.

Ranch-estate zoning
Title 17 of the North Las Vegas code sets up a Ranch Estates (R-E) district and a Ranch Estates Limited (R-EL) district, both for single-family detached homes at low density and intended to be strictly residential with minimal traffic.

Open Land district
The city's Open Land (O-L) district allows single-family homes at very low density with secondary agricultural activity. The code describes it as covering areas not fully developable for lack of utilities and services, and expects the land to be reclassified as services arrive.

Rural Preservation Overlay
An R-E Ranch Estates Rural Preservation Overlay, drawn on the city zoning map, protects the density and rural character of designated neighbourhoods. The code lists their traits as custom-built homes, no mandatory CC&Rs or homeowners associations, and lots suited to keeping and riding horses.

Septic permits are temporary
The Southern Nevada Health District states that septic permits issued under its current regulations are temporary: a permit lasts until the system fails, or until community sewer is installed to serve the area and connection becomes legally required.

Start with the zoning map. A parcel in the Ranch Estates, Ranch Estates Limited or Open Land districts, or inside the Rural Preservation Overlay, is where metal building homes with a large shop bay belong in this city; a lot in a standard single-family district is a much harder fit. Next, find out whether city sewer reaches it. Open Land ground is by the city's own description short on utilities, and where septic is used the Health District treats the permit as lasting only until sewer arrives, so budget for a future connection. Finally, check the lot against the regional flood maps and look for any recorded covenants, since the overlay's no-CC&R character does not extend to every parcel.
