Summerlin South is an unincorporated town administered by Clark County, covering about 6,129 acres on the western side of the Las Vegas Valley. There is no city hall here: building permits come from the Clark County Building Department. The harder gate is private. A lot within the Summerlin South Community Association falls under its Design Review Committee, which must approve any excavation, construction or exterior change before work starts, and whose design guidelines are applied on top of the county's rules. That makes Summerlin South an unlikely place for a steel shop house, and it is better to say so plainly than to sell a lot that cannot take one. An owner here who wants clear-span living space and a real shop is usually better served by land with fewer covenants: acreage in the northwest valley, unincorporated Clark County further out, or Pahrump. Association design review
The Summerlin South Community Association's Design Guidelines and Standards (prepared 31 August 1994, updated February 2019) require Design Review Committee approval before any excavation, construction, alteration or erection of an improvement, including sheds, patio covers, room additions and landscaping. Work without approval can bring a fine or forced removal.

County permit versus design approval
The association's guidelines state that committee approval does not remove the need for Clark County permits, and that obtaining county permits does not remove the need for committee approval before construction. Once an application is complete, the committee has a maximum of 30 days to act under the CC&Rs.

Materials the guidelines rule out
For patio covers and shade structures, the guidelines list corrugated metal, corrugated plastic, asphalt shingles and most rolled roofing among unacceptable materials, and require such improvements to sit at least five feet from every property line.

How much does it cost to build a barndominium near Summerlin South?
Most of the cost depends on where the land ends up, since a shop house usually goes on a parcel outside the planned community. Utilities, septic eligibility, pad work and distance from services vary widely from one area to the next. Do I need a building permit for a barndominium in Summerlin South?
Yes, from Clark County, because the town is unincorporated. The association's Design Review Committee must also approve the work before construction, and each approval is independent of the other. Will the association approve metal building homes or steel homes in Summerlin South?
Expect resistance. The committee reviews every exterior change, and for shade structures its guidelines already exclude corrugated metal. A steel frame clad to match the neighbourhood is a different question from a metal-sided shop, but the committee decides case by case. Buyers set on metal homes with a large shop usually look to the Clark County page or the Pahrump page.
