Owner-builder exception
Under 11-41-14, dwellings for or by owner-builders skip the allotment application process but still count toward the year's total. The exception is limited to one dwelling per owner-builder in a three-year period, and 30 allotments are reserved for owner-builders during the first six months of each construction year.

The city states that most vacant land in Boulder City is owned and controlled by the city. Since 2001 its Land Management Process has put proposed leases and sales of that land through City Council review, a Planning Commission hearing and notice to owners within 300 ft.
