Paradise is the unincorporated Clark County town that holds Harry Reid International Airport, and that single fact shapes most of what building a shop house here involves. It is dense, it is flight-path country, and by the county's own 2024 count it has more apartments than single-family homes. Paradise has no city government, so the county building department permits new homes throughout the town. Permit applications filed on or after 11 January 2026 are checked against the 2024 International Residential Code as amended for Southern Nevada. Zoning is handled under the county's Title 30 code, and the Paradise Town Advisory Board carries residents' views to the County Commission.

Airport noise overlay: Clark County's Title 30 (latest amendment effective 17 September 2026) draws an Airport Environs Overlay around Harry Reid International Airport and four other airfields. It requires noise-attenuated construction under Chapter 22.22 of the County Code for any new habitable building, and its standards cannot be waived or varied.
Housing mix: The county's August 2024 housing estimate puts Paradise at 89,083 units: 33,712 apartments, 30,585 single-family homes, 15,284 condominiums and 1,641 mobile homes. Apartments outnumber houses here, as they do in neighbouring Winchester.
Flood facilities: The county's flood-control facility map places the McCarran, Tropicana, Tropicana North Branch and Van Buskirk A and C detention basins in or against Paradise, along with a Tropicana Wash peaking basin at Harry Reid Airport. Its channels follow Flamingo Wash, Duck Creek and Tropicana Wash.
Rural pockets: Clark County's Rural Neighborhood Preservation map layer shows only three RNP areas touching the Paradise town boundary, two of them coded RNP III. Large-lot, animal-keeping land is the exception here, not the pattern.
Town Advisory Board: The Paradise Town Advisory Board meets at 7 p.m. at the Paradise Park Community Center on the Tuesdays before the first and third Tuesdays of each month. The town spans four County Commission districts: A, E, F and G.

Building on land near Paradise

Vacant residential acreage inside Paradise is close to nonexistent: the town is built out around the airport and the resort corridor, and the few Rural Neighborhood Preservation pockets are already occupied. A realistic Paradise project is a rebuild on a lot you already own, and even then the airport overlay, the drainage path to Flamingo Wash or Duck Creek and the lot's zoning set the envelope. How much does it cost to build a barndominium in Paradise?

On an infill lot here, the site work around the house can cost as much attention as the building. Demolition of an existing structure, noise-attenuated wall and window assemblies under the airport overlay and drainage to the county channels all land in the budget. Do I need a building permit for a barndominium in Paradise?

Yes, and it comes from Clark County rather than a city, because Paradise is unincorporated. The county building department reviews the plans against the 2024 residential code with Southern Nevada amendments for applications filed from 11 January 2026. Nothing in the overlay bans steel homes.
